PATH is home to the Malaria Control and Evaluation Partnership in Africa (MACEPA) which works closely with National Malaria Control programs in Africa to strengthen data systems and data use to better inform strategies and targeting of resources to reduce burden. Key components of this work are to generate evidence on novel and existing malaria tools to guide decision-makers, and to work with donors to ensure the resources needed to implement these interventions are available.

PATH is currently recruiting a Program Officer to support its malaria portfolio in DRC and Central Africa Republic. The Program Officer will coordinate support between the PATH Regional Hub (based in DRC) and the MACEPA team in DRC and CAR, to ensure that the team has the adequate resources and systems (administrative, legal, financial) to implement project start-up and work plan activities. The successful applicant will work closely with the Regional Hub Leadership team, support services, MACEPA country and Global management teams to ensure operational aspects of the project are appropriately implemented.

The Program Officer will be responsible for providing strategic direction and implementation of research and project(s) design. You will work with cross-functional teams to ensure the successful delivery of programs and collaborate with internal and external stakeholders to achieve organization objectives.

Responsibilities: 

  • Provide direct support and coordination to the MACEPA regional teams, including working with the teams to establish standards, tools, and processes.
  • Manage a CAR-specific coordination committee to ensure successful start-up, including planning and tracking action items and facilitating calls between working group members and key stakeholders.
  • Serve as a liaison between the Regional Hub and MACEPA teams and maintain regular communication to provide support and guidance for financial, administrative, and operational issues.
  • Coordinate with government, local partnerships efforts, and MACEPA teams to ensure alignment on key activities.
  • Conduct landscaping efforts as needed around any of MACEPA’s operational needs and technical assistance activities in CAR including areas of national coordination, surveillance, monitoring and evaluation, improved generation, and use of data for decision-making.
  • Assist the team with HR management, recruiting and onboarding.
  • Support day-to-day administration including (but not limited to) contracts, sub-agreements, purchase orders, work orders, and consultant agreements.
  • Maintain an active knowledge and understanding of PATH policies and procedures as well as donor rules and regulations; seek out guidance from the relevant authority to resolve policy questions.
  • French fluency required, professional proficiency in English preferred.
  • Ability to travel to CAR up to 30% of the time.
  • Any other duties as may be assigned by the Sr Technical Program Manager.

 

Required Skills and experience:

 

  • At least five years of experience in management and project administration, preferably with an international organization and global teams.
  • Experience and understanding of the sub-Saharan Africa health system context and malaria programming at the national and sub-national levels.
  • Ability to effectively communicate and present content and results with key stakeholders to drive forward programmatic goals.
  • Effective time-management and organization skills, with the ability to handle a high volume of large, complex tasks.
  • Fluency in French is required with strong oral and written presentation skills. (Professional proficiency in English is preferred.)
  • Demonstrated ability to work well with cross-functional, cross-geographical teams to accomplish objectives.
  • Demonstrated ability to work in a fast-paced, multi-year project, including supporting partner collaboration, experience with cross-cultural teams highly desirable.
  • Demonstrated ability to think strategically with strong analytical and problem-solving skills.
  • Strong communication and interpersonal skills, particularly negotiation, listening, judgment, analytical skills.
  • Ability to work effectively in a fast paced, rapidly changing environment, and to work on multiple work streams and projects simultaneously.
  • Previous experience in public health programming is required, experience in malaria programming is a plus.
