Our growing EOC-Malaria portfolio aims to strengthen epidemic preparedness and response through reinforcing Emergency Operations Centers’ (EOCs) capacity, while also supporting disease surveillance and the digital health transformation. The DRC EOC malaria project, conducted in partnership with DRC’s Ministry of Health, aims to equip DRC’s EOC to provide a platform for data integration and visualization systems across health programs, with a specific focus on malaria and polio, increasing the use of data to plan, implement, and monitor malaria interventions across the country and ensuring polio response is sustained and effective.

PATH is seeking a highly motivated individual with strong project management skills, public health experience, robust analytical and writing skills, and extensive organization and communication skills to provide technical leadership for the project in close collaboration with the government and other implementing partners.

This position will report to the EOC-Malaria Project Director based in Geneva and will work closely with the Malaria Program Lead in Kinshasa.

Key responsibilities include but are not limited to:

  • Lead PATH’s MNTD support to the DRC Ministry of Health for the development of an EOC blueprint and roadmap for integrated and coordinated emergency response. Lead PATH’s EOC-Malaria support to the National Public Health Institute in the areas of data integration and data use for decision-making for strengthened epidemic preparedness and response.
  • Identify and align partners around DRC’s Ministry of Health’s vision for a data sharing, integration, analysis, and visualization architecture that can be leveraged by all health programs in DRC.
  • Lead technical and managerial EOC Malaria project implementation in DRC, monitor project activity in-country implementation; and ensure project deliverables and timelines are met.
  • Assess the DRC EOC Malaria project’s progress against goals and donor commitments to measure impact, identify program bottlenecks or weaknesses, devise solutions to strengthen programs as necessary and ensure teams are consistently updated on progress and results.
  • Build and manage strong relationships with key stakeholders involved in epidemic preparedness and response, malaria control and polio response in the DRC, including relevant government entities, local/international NGOs, bilateral/multilateral agencies and donors.
  • Develop a capacity-enhancing strategy to strengthen surveillance and response through increased use of multiple data sources and consolidated digital tools for strategic and operational decision-making for emergencies and malaria.
  • Facilitate knowledge-sharing across global, regional, and country-based team-members to institutionalize knowledge and ensure consistency of PATH’s technical and operational support to EOC-malaria programs.
  • Disseminate outputs through high-quality presentations, reports, and publications and communicate them internally and externally, including to the donor.

Experience required

  • Master’s degree or higher in public health, medical sciences, or other related area or equivalent combination of education and experience.
  • At least 7 years of relevant experience in the implementation and management of health projects focused on health security or disease surveillance, including at least five years in support of specialized Ministry of Health departments or programs, preferably the National Malaria Control Program, the Polio EOC, or the Epidemiological Surveillance Directorate.
  • Capable leader who has worked extensively in multi-national, multi-cultural environments bringing diverse groups together to achieve a common purpose with patience, grace and humility.
  • Excellent knowledge of the DRC health system, the organization of the DGLM, the DSE and national disease surveillance strategies.
  • Experience with or knowledge of digital health strategies and tools.
  • Advanced communications skills including high proficiency in the use of MS Office (Word, Excel, PowerPoint, Outlook)
  • Ability to work as a team player as well as independently without close supervision
  • Excellent English oral, written, and presentation skills. Proficiency in French essential.
