Working closely with Congolese communities and government leaders, PATH has been addressing some of the Democratic Republic of Congo’s (DRC) toughest health challenges since 2009. We apply our on-the-ground expertise and operational presence to support the Government of DRC (GDRC) to address HIV, tuberculosis, malaria, neglected tropical diseases, as well as reproductive, maternal, and child health. Our work also includes advocating at the national level to strengthen funding for essential health interventions, such as immunization, providing targeted technical assistance to build sustainable service delivery platforms and systems, including surveillance and data collection and reporting, and adapting and introducing innovative, low-cost technologies and evidence-based best practices, leveraging our relationships with funders, private industry, community-based organizations, and others for sustainable results.

PATH is seeking a Chief of Party for an anticipated $25-50 million, five-year U.S. Agency for International Development (USAID)-funded project, USAID Kitumaini 2030, which will work with the GDRC to deliver high quality, accessible HIV/AIDS services in focus health zones of Haut Katanga province to achieve HIV epidemic control. The project will scale up HIV/AIDS services, including prevention and HIV pre-exposure prophylaxis; testing services; enrollment in care and support services for HIV-positive clients; treatment of HIV-positive clients; and continuous engagement of clients on treatment and management of advanced HIV disease. The project will also support activities to strengthen the capacity of local sub-recipients; support the integration of HIV/tuberculosis services, family planning services, screening and management of co-occurring conditions, including other opportunistic infections, and noncommunicable diseases; as well as provide direct, comprehensive services for orphans and young children.

The Chief of Party will be accountable for the overall delivery of project objectives and providing technical, administrative, and management oversight and leadership over the project implementation team. They will be responsible for making and managing relationships with varied stakeholders, ranging from GDRC, community and other implementing partners, and funders/donors involved in health service delivery and systems strengthening in DRC. They will serve as the principal institutional liaison with USAID. The Chief of Party will report to the PATH DRC Country Director and may have matrixed reporting lines.

Responsibilities:

  • Provide overall technical, administrative, and management leadership to ensure that all objectives, milestones, and deliverables are successfully achieved on time and within budget.
  • Oversee management of all project aspects (programmatic, financial, and administrative), ensuring full alignment with national and international standards as well as USAID requirements.
  • Represent PATH with provincial and national stakeholders by building and maintaining excellent and productive relationships with USAID, project, and other implementing partners, and GDRC counterparts to support successful delivery of project goals and objectives.
  • Provide overall vision, technical guidance, and mentorship to project staff to achieve project milestones in a timely and cost-efficient manner.
  • Coordinate with project leadership to maintain effective activity tracking and reporting systems that enable early identification of implementation obstacles and program risks and rapidly deploy strategies to overcome these to ensure achievement of project performance and deliverable milestones.
  • Exercise sound financial management skills, including coordinating with project leadership to ensure cost-effective project spending in strict compliance with USAID and PATH policies, regulations, and internal controls.
  • Lead development of project implementation and technical strategies.
  • Maintain frequent and open communication lines with USAID.

Required Experience

  • Graduate degree (Master’s or higher) in public/global health, public administration, social services, international development, or other relevant fields.
  • Minimum of 12 years of progressively senior work experience on HIV programming, with at least 5 years in a senior role, showing demonstrated ability to coordinate and manage complex programs of similar scope and size while successfully meeting established project/program milestones.
  • At least seven years of demonstrated experience overseeing programming in the following areas: HIV prevention, testing, treatment, and care; orphans and young children, quality improvement/quality assurance; and health systems strengthening.
  • Experience serving in a senior/project leadership role on a President’s Emergency Plan for AIDS Relief-funded HIV program in Africa, preferably the West and Central African region, strongly preferred.
  • Strong experience with USAID programing and reporting required; experience with PEPFAR reporting processes strongly preferred.
  • Demonstrated competency in managing geographically dispersed teams, effective and rapid decision-making, and diplomacy/interpersonal skills.
  • Demonstrated ability to liaise with and maintain effective working relations with senior GDRC personnel, international and community organizations, civil society, and U.S. Government Agencies.
  • Strong strategic vision, leadership qualities, management skills, and professional reputation.
  • Full professional proficiency in English and French, with excellent verbal and written communication skills.
