The Subaward and Partnership Advisor is responsible for assisting the National Program Manager in managing all Ipas sub-recipients, from selection process to subgrant closeout and sharing lessons learned.

Organizational Leadership and Strategy:

  • Serve as a focal person, the channel of communication and accountability between sub-recipients and the Ipas DRC office.
  • Ensure that the objectives defined and implemented are aligned with Ipas DRC’s strategic goals and the overall mission of Ipas.
  • Ensure compliance with Ipas policies, procedures, and values by all sub-recipients,
  • Collaborate with other Ipas nodes on updating SOPs, procurement, and sub-grant management policies.
  • Advise the leadership on the suitability of pursuing a partnership and the programmatic and operational actions.

Financial and Risk Management:

  • Conduct the risk assessment for each partner in collaboration with the other units,
  • Develop a personalized mitigation and support plan for each partner,
  • Conduct regular evaluations and notify management of any delays in implementing recommendations.
  • Ensure designated firms conduct annual and project audits and that reports are available.

Program, technical, or functional content of the job

  • Reports to the Program Manager concerning workflow, timelines, reports, and policies.
  • Organize the selection, and contracting process of sub-recipients in collaboration with other unit leads (Health System, Community engagement, policy advocacy, Development, Finance, Administration, Logistics)
  • Develop and implement a customized sub-recipient strengthening plan for each partner at all phases of project implementation.
  • Ensure harmonization of procedures and policies between the sub-recipient, Ipas, and donor expectations.
  • Ensure compliance with Ipas policies, procedures, and values in terms of projects management, collaboration, and security in the workplace (safeguarding)
  • Analyze the sub-recipient proposals and provide feedback to ensure that the objectives are aligned with the Ipas strategic goals and Ipas country program priorities.
  • Monitor the project implementation by sub-recipients to ensure proper alignment with objectives, good use of resources, and propose adjustments.
  • Analyze activity reports, provide feedback in collaboration with unit leads, and follow up on implementing recommendations.
  • Strengthen the operational capacity of the organization’s implementation partners.
  • Records all information from the implementation in the Ipas database.
  •  Document success stories and inform future internal country program proposals.
  • Create a learning and sharing space from projects implemented by partners internally and externally.

Resource mobilization: responsibilities for promoting, and growing Ipas work through fund raising, project design, proposal preparation, liaison with donors, etc.

  • Identify partnership opportunities for the consortium, co-funding, collaboration, and technical support.
  • Contribute to the development of project proposals and donor reporting.
  • Support local partners, youth, and women-led movements to improve their fundraising strategies and contribute to developing proposals to submit to other donors.

Communications & representation: note internal collaboration responsibilities, and external representation, note level of representation, with vendors, consultants, partners, government officials, donors, professional conferences.

Position Requirements

  • Bachelor’s or master’s degree in social sciences and project management,
  • At least five years of proven experience in project management, monitoring and supporting local partners, developing implementation tools, analyzing partner reports, and writing donor reports.
  • Familiar with subcontracting procedures, monitoring, programmatic and operational support of sub-recipients.
  • Proven experience in monitoring sub-recipient performance and documenting success.
  • Familiar with sub-recipient compliance monitoring and strengthening plan development.
  • A commitment to sexual and reproductive health and rights, including access to safe abortion and comprehensive contraception.
  • Professional level proficiency in French and English (speaking, reading, and writing)
  • Proven ability to lead and motivate teams and create a positive work environment, including through supportive supervision, strong communication, nonhierarchical leadership approaches, and modeling the Ipas core values.
  • Demonstrated capacity and commitment to good stewardship of funds, including strong skills in work planning, budgeting, financial monitoring, and data-driven problem solving.
  • Proven ability to build positive working relationships with diverse internal teams and external partners

Functional skills

  • Ability to coordinate and support teams.

Education

  • Bachelor’s or master’s degree in social sciences and project management,

Experience

  • At least five years of professional experience in the similar position
  • Must be proficient in understanding payment processing procedures and potential delays that may impact processing times.
  • Experience in project planning and management

Preferred Qualifications

  • Proven skill and knowledge of Microsoft Office, specifically advanced excel.
  • Professional level proficiency in French and English (speaking, reading, and writing)

Working environment:

  • Ability to travel up to 20% domestically (with occasional regional or global trips if applicable)
