OBJECTIVES OF THE PROGRAMME

The Polio Eradication Program (PEP) seeks to ensure that future generations of children will be free from the threat of polio paralysis. Achieving this goal depends on interrupting poliovirus transmission and ensuring rapid detection and effective responses to poliovirus outbreaks occurring in DRC. The strategic objective of PEP is to support national authorities to eradicate all forms of polio, both wild and variant, strengthen immunization systems, support detection through surveillance and laboratory networks, and ensure high quality responses to outbreaks. The Polio Incident Management Support Team (IMST) is responsible for all WHO Country Office polio eradication efforts in line with the Global Polio Eradication Initiative (GPEI) and WHO African Regional strategies.

DESCRIPTION OF DUTIES

The Operations Team Lead will perform the following:Plan, develop and maintain financial, budgetary and administrative procedures to be used by the Sub offices in conformity with WHO Rules and Regulations; Analyze and monitor the effectiveness of PEP, budgetary, financial and administrative controls and procedures, and provide information and suggestions to ensure maximum delivery of approved work plans and full utilization of allocated funds within the limits of authority and in line with GPEI requirements; Develop budgets and grant proposal and reporting documents that meet donor and programne needs; Monitor the implementation of the PEP Awards and work plans in cooperation with the technical programmes including quality assurance on GSM transactions for Compliance with WHO financial framework;Provide authoritative advice on financial, administrative policies and procedures applicable to PEP in conformity with WHO established procedures; Review and coordinate the technical biennial work plans for the IMST, including the human resources plans and activity plans; Ensure implementation of PEPs’ HR plan, develop staffing strategies in cooperation with HR Officer, identify HR complex issues and challenges and bring them to the attention of the HR Officer responsible for PEP; Ensure the incorporation of a well detailed annual procurement plan of goods and services, and monitor its implementation; Oversee polio logistics support and liaise with relevant GPEI partners to ensure effective operations for technical areas including response, surveillance, and laboratory;Expand the use of digital finance tools and reach for frontline health workers; and Perform other duties as required.

REQUIRED QUALIFICATIONS

Education

Essential: Advanced University degree in management, public finance or business administration or a related field.
Desirable: Specialized training in emergency/humanitarian response and or training in leadership or management.

Experience

Essential: Minimum seven (7) years of relevant and progressively responsible administrative and managerial experience working with large teams in supervisory positions in public finance or in an international organization five (5) years inclusive of which are in planning, monitoring and evaluation of health-related programmes, experience in recognized senior leadership positions with direct responsibility for managing both human and financial resources.
Desirable: Experience in policy and strategy development and/or field experience in public health programmes or emergency response programmes.
