OBJECTIVES OF THE PROGRAMME

The Polio Eradication Program (PEP) seeks to ensure that future generations of children will be free from the threat of polio paralysis. Achieving this goal depends on interrupting poliovirus transmission and ensuring rapid detection and effective responses to poliovirus outbreaks occurring in DRC. The strategic objective of PEP is to support national authorities to eradicate all forms of polio, both wild and variant, strengthen immunization systems, support detection through surveillance and laboratory networks, and ensure high quality responses to outbreaks. The Polio Incident Management Support Team (IMST) is responsible for all WHO Country Office polio eradication efforts in line with the Global Polio Eradication Initiative (GPEI) and WHO African Regional strategies.

DESCRIPTION OF DUTIES

The Polio Human Resources Officer will performs the following:1. Monitor and coordinate in liaison with the Technical Unit of Polio Eradication programme (PEP), new positions in the Human Resources Plan and initiate action including advertisement & selection processes to ensure timely recruitment processes;2. Assist the Polio Operation Team Lead and IMST Lead in the follow up of all HR related requests (contracts extensions, recruitments, etc) for timely processing of these requests;3. Manage all recruitment processes in the Global Management System (GSM); take corrective action and follow-up when necessary to speed up the process;4. Brief new recruited staff on employment conditions and entitlements; guide them on their contractual status and attend to all queries related to post description, selection and recruitment process;5. Play an advisory role to staff and managers on Human Resources management issues, particularly related to contract management, entitlements and benefits, as it relates to the polio transition;6. Develop, plan and implement a HR strategy for the programme transition including a timely communication strategy to programme staff advising them of contract end date and transition arrangements on a timely manner;7. Proactively manage all HR aspects of the programme liaising closely with HR Team in various areas such as performance management, training and development, staffing & contractual matters; 8. Serve as a resource for recruitment including interview panels as HR representative and drafting interview reports;9. Support the recruitment and deployment of non-staff positions (consultancies etc) in line with the polio HR Surge; and10. Perform other duties as required.

REQUIRED QUALIFICATIONS

Education

Essential: University degree in human resources management, business or public administration, administrative law or any of the behavioral sciences, or (for WHO staff only) equivalent in training and self-study.
Desirable: Training in HR or in recruitment process and contract management.Public health degree or certification.

Experience

Essential: Minimum five (5) years of experience in personnel administration in an international organization.
Desirable: Some experience in recruitment technics and contract management

Skills

Ability to interpret Staff Rules and personnel policies and determine staff entitlements; Ability to counsel and communicate effectively; Demonstrated ability to act independently and exercise sound judgment.
