Company Profile: 

SoCha (a portmanteau of Social and Change) is an independent Monitoring, Evaluation and Learning (MEL) firm that provides bespoke solutions to social challenges. We are a US-registered, veteran-owned small business and staff support offices in Nairobi, Bangkok and Mauritius. SoCha currently supports assistance interventions across Asia and Africa.

Background: 

SoCha, LLC is contracted to provide technical and advisory services to the United States Agency for International Development in the Democratic Republic of Congo (USAID/DRC) on the 5-year Mission Strategic Support Program (MSSP). The purpose of MSSP is to provide services assisting the mission with strategy and activity-level performance monitoring, evaluation and learning, including conducting data gathering and verification, data visualization, data quality assessments, impact and performance evaluations, assessments, organizational learning, and MEL capacity building.

SoCha is looking for qualified individuals to fill the role of Human Resources and Administration Manager.

Responsibilities: 

The HR & Administration Manager reports to the Director of Finance and Administration and acts as the Human Resources and Administration Manager for the project. Main areas include Strategic HR management, recruitment and talent management, policy development and compliance, performance management, compensation and benefits, administration support, stakeholder relations (local authorities, etc.).

Human Resources: 

  1. Lead all human resource management requirements including CCN recruitment, on-boarding of new staff and upkeep of HR Manuals and Personnel files in line with USG, local law and SoCha policies.
  2. Ensure that all LTTA and STTA documentation are completed and saved in appropriate system folders.
  3. Prepare independent consultant and employee agreements for CCNs, collect complete accurate supporting documentation, monitor level of effort and distribute monthly STTA tracker.
  4. Work with home office HR Manager to provide all requirements, documents and other information required in the recruitment and onboarding of USN and TCN STTA and LTTA employees.
  5. Ensure timely completion of probation, mid-term and annual reviews for all employees.
  6. Manage staff on boarding to ensure the set-up of necessary equipment, systems and other needs are in place upon LTTA and STTA start date and oversee the orientation of newly hired LTTA staff.
  7. Review all time sheets for accuracy and completeness, ensure that all staff adhere to SoCha timekeeping and leave policies and monitor staff leave balances.
  8. Ensure consultants and employees are paid in a timely manner and manage any necessary consultant amendments and employment agreement modifications.
  9. Draft and update the MSSP Personnel Manual and Local Employee Compensation Plan, ensuring they are in accordance with SoCha and USAID policies and regulations and DRC Labor Law.
  10. Oversee all aspects of national and regional personnel performance and professional development tasks – goal setting, regular evaluation, and probation/end-of-year assessment.
  11. Contribute to procurement of health insurance, ensure all staff are enrolled in Project insurance policies and serve as a point of contact for ongoing communication with providers.
  12. Manage all immigration needs of expat LTTA and STTA staff.

Administration

* In consultation with the Director of Finance and Administration and COP, establish procedures for the operations and maintenance of the office.

* Oversee day-to-day office operations and requirements.

    1. Supports operational staff in the Kinshasa office
    2. Assist with file administration functions related to the
    3. management of files involving administrative authorities via the organization’s consulting firm, etc.
    4. Serve as the focal point for security-related aspects in the Kinshasa office.
    5. Coordinate and chair staff meetings

* Other duties as appropriate.

Requirements: 

Educational Qualifications:

  1. Bachelor’s degree in human resource management, Business Administration, or related field. A master’s degree is preferred.
  2. Certification in HR (e.g., CIPD, SHRM, or equivalent) is desirable.

Experience:

  1. Up to 10 years of professional experience in HR management, with at least 5 years in a HR and Administration managerial role.
  2. Proven track record working with international NGOs (preferably on donor funded projects) or in senior HR roles within the private sector. Experience working on USAID projects desired.
  3. Good understanding of DRC Labor Laws, strong knowledge of HR best practices.
  4. Proficient in English and French, both written and spoken
  5. Exceptional leadership and interpersonal skills.
  6. Demonstrated expertise in talent acquisition, performance management, and organizational development.
  7. Excellent problem-solving, negotiation, and conflict-resolution abilities.
  8. Proficiency in relevant HR technology platforms.
