ORGANISATIONAL CONTEXT:
The Democratic Republic of Congo (DRC) is one of the largest hunger crises in the world. Hunger and conflict fuel one another, with armed conflict and widespread displacement prevailing for the past 30 years and multiple other crises compounding DRC’s humanitarian challenges. In recent years, the country has witnessed an increase in insecurity and armed conflicts in the East, resulting in recurrent displacements, and subsequently, worsening levels of food insecurity and threats to durable solutions.
The security situation is not anticipated to improve significantly in the context of the regionalization of the conflict and MONUSCO’s phased withdrawal. These recent developments have further increased challenges for humanitarian access, particularly in the country’s eastern provinces. These include ongoing hostilities and violence against humanitarian personnel, assets and facilities; interferences in the implementation of humanitarian activities; compounding constraints related to the physical environment and lack of infrastructure.
WFP aims to strengthen its capacity to obtain and maintain humanitarian access to beneficiaries in coordination with cooperating partners and other UN agencies. This work would entail developing strategies to increase WFP acceptance, strengthening analysis and networking with local stakeholders, and step up internal coordination mechanisms.
JOB PURPOSE:
The Business Transformation Officer (BTO) role is essential within the TEC unit, tasked with overseeing all Digital Assistance Services (DAS) operations. Working in coordination with area and field office staff, the BTO coordinates beneficiary management-related activities. Moreover, this role involves collaboration with the risk team to execute the Global Assurance Project (GAP) action plan. The BTO also engaged in the deployment of DAS for the DRC CO, facilitating the registration of beneficiaries, and managing activities per the WFP’s operational needs. This position requires coordinating with different units with a focus on both the operational and strategic levels.
Partner with the business to understand their vision, mission, needs, and operating environment to transform business objectives into solutions exploiting IT capabilities.
KEY ACCOUNTABILITIES:
- Support the development of functional work plans, ensuring compliance with wider WFP policies, standards, and strategies.
- Continuously improve guidelines, processes, and procedures of Business Relationship Management, Business Analysis, and IT Project Management functions.
- Build and nurture relationships with the business counterparts to understand and anticipate the direction of the business and ensure alignment of provider’s solutions with changing business requirements and priorities.
- Participate in identifying business needs and propose well-researched ideas for new or improved systems, tools, and processes that assist in meeting WFP objectives.
- Manage business expectations in servicing business needs and oversee the success of solutions, seeking ongoing opportunities to support or increase the business value from those solutions.
- Propose change and continuous operational improvement that supports business capabilities, by defining needs, modeling the business, and recommending solutions that deliver value for business priorities.
- Communicate business objectives, requirements and process flows, to ensure common understanding and prioritization between stakeholders for their smooth implementation.
- Test and perform in-depth analysis of IT solutions to ensure they address business objectives, needs, requirements, and process flows efficiently and effectively.
- Manage estimates, business cases, planning, and risk identification to ensure the delivery of IT solutions into the business to the agreed time, budget, scope, and quality.
- Manage a team of staff, providing coaching, training, and guidance to ensure appropriate development and enable high performance.
STANDARD MINIMUM QUALIFICATIONS:
Education: University degree in Computer Science, engineering, or other relevant field.
Experience: Minimum of 05 years of postgraduate progressively responsible experience in the Technology domain.
Language: International Professional: Fluency (level C) in the English and French language.
DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE:
- Has effectively managed IT projects and supervised project team members.
- Has analyzed and translated user requirements into new business processes and applications.
- Has formed strong partnerships with relevant parties to help meet the business’s IT requirements.
TERMS AND CONDITIONS
- This is an International Professional position, and candidates must be a national of a country other than the country of assignment.
- Mobility is and continues to be, a core contractual requirement in WFP. The selected candidate will be employed on a fixed term as well as a rotational contract with a probationary period of one year.
- WFP offers an attractive compensation and benefits package in line with ICSC standards (http://icsc.un.org)_including basic salary, post adjustment, relocation entitlement, visa, travel, and shipment allowances, 30 days’ annual leave, home leave, an education grant for dependent children, a pension plan, and medical insurance.
- The selected candidate will be required to relocate to Kinshasa, Democratic Republic of the Congo to take up this assignment.
