The Adventist Development and Relief Agency (ADRA) is a global humanitarian organization of the Seventh-day Adventist Church that demonstrates God’s love and compassion. ADRA works with people in poverty and distress to create just and positive change through empowering partnerships and responsible action.

ADRA is starting up a five-year, USAID/BHA-funded Resilience Food Security Activity (RFSA) called Tudienzele, in Kasai, DRC, and seeks passionate, engaged Program Human Resources Manager who embodies our values of connectedness, courage and compassion.

SUMMARY

Based in Tshikapa, Kasai, DRC, and reporting to the Chief of Party, this individual is responsible for facilitating all key HR functions for the program. Reporting directly to the Chief of party, the Program Human Resource Manager will plan, lead, direct, develop, and coordinate the policies, activities, and staff of the Human Resources for the Tudienzele RFSA, ensuring legal compliance and implementation of the organizations purpose and talent strategy. S/he also supervises the Tudienzele HR team and has a close working relationship with ADRA’s Human Resources Department leadership in Kinshasa.

PRE-REQUISITES

Required

  • Bachelors degree in Human Resources, Business Administration, or related field
  • At least five (5) years of human resource management relevant experience.
  • Proficient in DR Congo Labor law/requirements
  • Excellent communication skills
  • Experience in training and development
  • Language: French & English

Preferred

  • Masters degree or equivalent

RESPONSIBILITIES

  • Assists and coaches program leadership in nurturing a program-wide culture of trust aligned with ADRA’s core values: Connected, Courageous and Compassionate.
  • Recruits, interviews, hires, onboards, and trains new staff.
  • Collaborates with program leadership to understand the program goals and strategy related to staffing, recruiting, and retention.
  • Plans, leads, develops, coordinates, and implements policies, processes, training, initiatives, and surveys to support the program’s human resource compliance and strategy needs.
  • Identifies staffing and recruiting needs; develops and executes best practices for hiring and talent management.
  • Monitors and ensures the projects compliance with employment laws and regulations and recommended best practices; reviews and modifies policies and practices to maintain compliance.
  • Assists in the development and implementation of the personnel areas of the project budget.
  • Facilitates professional development, training, and certification activities for project staff as needed.
  • Oversees employee disciplinary/grievance processes including liaising with project leadership, country management, supervisor/s and relevant personnel.
  • Manages the external consultant process for HR related items and ensures that all areas are consistent with policies, procedures and legal requirements.
  • Maintains the HRIS system including but not limited to keeping timesheets, preparing and executing a schedule of leave; monitoring the status of labor discipline and observance of work rules by the staff;
  • Provide reports on personnel structure and recommended adjustments to maximize effectiveness, efficiency and positive work environment
  • Performs other duties as required.
