Under the direct supervision of the Program Management Specialist from partner, the Monitoring and Evaluation Senior Officer, is responsible for:
Development, Review, and Harmonization of M&E Practices
- Under the supervision of the Program Management Specialist, provide support to the SSU Technical Secretariat to promote high-quality programming by participating in the development, review, and revision of monitoring, evaluation, and learning practices.
- Collaborate closely with Coherence and stabilization funds-selected M&E partners, UN System implementing partners, to ensure harmonization in M&E and reporting systems.
- In close collaboration with the Principal Coordinator of the SSU-Technical Secretariat, conduct consultations and analyze data that support continuous learning and application of best practices for the fund. Support review processes and the generation of best practice documentation for the fund.
- Support projects at strategic levels when conducting baseline, mid-term, and final evaluations, while developing standards or data collection.
- Provide technical support to implementing partners with the development and application of a quality assurance plan for their project(s).
- Coordinate joint discussions on M&E data with key stakeholders and experts who can help fully assess and analyze results.
Assessment and Mitigation
- Plan, conduct, and report on verification missions to determine whether funds transferred to implementing partners have been used in accordance with contractual requirements and relevant Fund policies and procedures. Follow-up to ensure that recommendations made to remedy identified weaknesses are effectively implemented.
Capacity Development
- Support and facilitate capacity development activities for the country office and implementing partner staff in the management of implementing partnerships through training sessions, workshops, and presentations.
- Support the continuous improvement of processes related to the management of implementing partnerships through the development and improvement of policies, procedures, guidelines, and tools.
Quality Assurance and Compliance Monitoring
- Conduct assurance activities through spot checks and desk reviews for implementing partners.
EDUCATION
- An Advanced University degree (Master’s degree or equivalent) in International Relations, Political / Development Studies, Business / Public Administration or other relevant discipline and 2 years of experience is required.
OR
- A First level University degree (Bachelor’s Degree or equivalent) preferably in International Relations, Political / Development Studies, Business / Public Administration or other relevant discipline
in these areas with additional 4 years of relevant experience is considered equivalent.
- A First level University degree (Bachelor’s Degree or equivalent) preferably in International Development, Economics, Business Administration, Programme/Project Management, International Relations or other related Social Science fields in combination with an additional two (2) years of relevant experience may be accepted in lieu of the advanced degree above.
EXPERIENCE
- At least 3 years professional experience in monitoring, evaluation and learning in large complex project is required.
- Demonstrated high level skills in project planning, overseeing implementation and evaluating progress, including work planning, financial management, and monitoring and evaluation is required
- Specific knowledge and experience in the use of tools for on-line publishing of geospatial data and metadata would be an asset
- ICT knowledge and experience, with specific focus on the management and use of geographic information systems (GIS), databases, internet user interfaces as well as spatial analysis and development of decision support tools would be an asset
- Previous experience with UN or international projects will be a definite asset.
LANGUAGE
- For this position fluency in French, (both oral and written) is required.
- Knowledge of the local language (Kiswahili or Lingala) is an advantage.
