Project Summary:
Land O’Lakes Venture37 (Venture37) is implementing the Feed the Future DRC Fall Armyworm Activity to improve Fall Armyworm (FAW) management in maize for smallholder farmers in the Democratic Republic of Congo (DRC). The project has three components: 1) validation of safe and cost-effective integrated pest management (IPM) technologies, practices and approaches suitable for small-scale maize producers; 2) facilitation of the adoption by smallholders and the system of appropriate technologies, practices and approaches that will strengthen the resilience of maize small producers and the support market system; and (3) strengthen the enabling environment needed to coordinate systemic approaches to manage FAW.
As part of the project, Land O’Lakes Venture37 is seeking to hire a Monitoring and Evaluation Assistant to support the MEL Specialist in the implementation of the Activity Monitoring and Evaluation Learning Plan of the M-FAW project.
Position Summary:
Working under the supervision and guidance of the Monitoring & Evaluation (M&E) Specialist, the M&E Assistant will be based in one of the IRC Field Office (preferably in Mbuji-Mayi, Kasai Oriental Province). He/she will work closely with all program staff in the field to implement the V37 M&E commitments, improve program quality through enhanced data management systems and processes. The position will support measurement in the Field Office.
The M&E Assistant will support the M&E Specialist in managing day to day M&E tasks arising in the Field Office and providing technical support to field teams to ensure effective implementation of the project.
Primary Responsibilities:
- Assist in routine data collection and entry for various project interventions implemented in the field and ensure that complete, accurate, clean, and consistent data is shared with the MEL Specialist for data analysis and action planning.
- Ensure proper filing and storage of M&E documents including questionnaires, monitoring reports, datasets, among others.
- Submit to the MEL Specialist weekly and monthly updates on M&E activities in the field.
- With support from the MEL Specialist, conduct capacity building to field staff in M&E.
- Support in ensuring the M&E database (IMPACT) is up-to-date and support program staff prepare periodic high-quality reports.
- Assist program staff during survey planning and implementation, especially preparing logistics needed, participating in data collection and cleaning.
- Contribute to the development of project monitoring and evaluation tools with support from MEL Specialist and Project Team Leaders.
- Assist M&E Specialist in the compilation of Monthly, Quarterly, Biannual, and annual reports through provision of timely accurate and updated data.
- Support project teams to prepare activity reports and documentation of best practices, lessons learnt, assessment reports.
- Support program team to engage in continuous data quality improvement and support project staff to frequently use data for program improvement.
- Support the recording of feedback, analyses, and accessibility of feedback data for programmatic decision making.
Required Skills and Qualifications:
- College or a bachelor’s degree in Agriculture, Statistics, Social science, Economics or a related field.
- A minimum of 2-4 years of experience working in Monitoring and Evaluation.
- Background on database management
- Experience in working with quantitative and qualitative data.
- General understanding of monitoring and evaluation systems, project results and indicators;
- Computer literacy and competency in use of Microsoft Office software such as Outlook, Word, Excel and PowerPoint.
- Good time management and willingness to travel to field frequently as required by the project.
- Ability to work in a team and be a good communicator.
Preferred Skills and Qualifications:
- A minimum of 2 years of experience working in Monitoring and Evaluation at DRC.
- A Master’s degree in Agriculture or other related field.
- Experience using a tablet-based data collection platform is desired;
- Fluency in Swahili, Kisongye, Lingala, Kikongo and/or Tshiluba
