Terms of Reference for Financial Consultant

 

1. Introduction

The Leprosy Mission (TLM) is registered in DR Congo as an NGO, and its vision is to « defeat leprosy and transform lives ». The Leprosy Mission has been present in DR Congo for over 60 years, and currently it is operating in 6 provinces- Kasai, Kasai Central, Sankuru, Maniema, South Kivu, Congo Centrale, with 16 projects and a budget of 1,000,000£. TLM Congo works with the Government’s National Leprosy Programme and people affected by leprosy and their communities, to detect and treat leprosy, as well as prevent and manage disability.

TLM DR Congo would like to have the services of Financial Consultant to closely work with the Interim Country Leader and Finance team on financial deliverables mentioned in this ToR.

2. Background

TLM DR Congo has recently gone through leadership transitions that resulted in changes in the structural arrangement of its Finance and Administration team. Furthermore, the organization is required to adopt its financial management system in line with the requirements of the government of DR Congo. Accordingly, the service of a Financial Consultant is found necessary to support the Interim Country Leader and the Finance and Administration team in specific Financial Management deliverables.

3. Objectives

The main objectives of this consultancy are:

  • Ensure that there is adequate financial management system in place that is compliant to the requirements of TLM global fellowship and local rules and regulations across the country office.
  • Undertake review of TLM DRC’s financial management control system, identify gaps and implement appropriate actions.
  • Carry out the development of the technical capacity of the Finance team through on-job training and coaching.
  • Ensure effective undertaking of annual external audit for 2024
  • Ensure Project & CO Budgets and proposals are well prepared and presented for successful funding.

4. Scope of Work

The Consultant will be working to support the Finance and Administration team and under the direct supervision of the Interim Country Leader. The duties and responsibilities of the consultant are as follows:

  • Ensure TLM DRC’s accounting system is in compliance with the government SYCEBNL regulations;
  • Strengthen the capacities of the finance team at the country office and in the provinces where TLM supports projects;
  • Verify the compliance of transaction allocations with the approved allocation budgets;
  • Assist the team in the production of monthly, quarterly and annual financial reports;
  • Assist the finance team on preparation of Project & CO Budgets;
  • Ensure bank reconciliations are made;
  • Ensure adequate preparations are in place for the annual external audit;
  • Visit TLM offices in the provinces and support in the implementation of SYCEBL;
  • Assist the country office in the tasks performed by the Interim Country Leader, in particular in the preparation and payment of taxes and all social security contributions;
  • Liaise/communicate with existing donors, support offices and TLMI to ensure effective and timely compliances, demands and requirements;
  • Any other task useful for the proper functioning of the Finance and Admin department.

5. Methodology

The consultant will be required to be physical available in the office to undertake the consultancy works as indicated in the deliverable section below.

6. Deliverables

The key deliverables of the consultancy work are as follows:

  • Successful implementation of DRC government SYCEBNL regulations.
  • Capacitated Finance team who is able to deliver financial responsibilities based the key financial indicators.
  • Verified financial reports
  • Preparations for annual external audit are successfully undertaken
  • Verified financial transactions uploaded in the system
  • Final report by the end of the consultancy work on status of work completed and work outstanding.

7. Timeline and Payment Terms

The consultancy agreement covers the period from October 28, 2024 to January 31, 2025 with possible extension for additional three months. During this period, the consultant will work two days per week and TLM DRC will pay the consultant the agreed daily rate on monthly basis.

8. Experience and Qualification

The Consultant is expected to possess the following skills and qualifications:

  • Minimum of B.A. degree in Accounting, Finance, Auditing, Business Administration and/or related fields.
  • Professional accounting, auditing, or related designation (Chartered Accountant, ACCA or CPA) is strongly desired.
  • Minimum of 8 years’ experience in accounting, financial management, audit or provision of technical assistance.
  • Knowledge of tax laws and relevant rules and regulations of the government of DRC.
  • Proficiency in writing and speaking English
  • Experience with not-for-profit organizations is strongly desirable; with good knowledge of donor financial management practices, policies and procedures.
  • Proven track record in working effectively with multi- disciplinary teams
  • Experience of internal audit in the humanitarian sector would be an advantage.
