Job Description

The Head of Corporate and External Affairs leads and manages a team of corporate and external relations professionals that design and implement policies and programmes to enhance Vodacom DRC’s relations with the public, government and regulatory authorities, shareholders and employees. Accountable for ensuring the policies and programmes implemented support the company’s commercial and strategic objectives and interests.
The Head of Corporate and External Affairs demonstrates an in depth understanding having full oversight of all functional briefing material communications created across the function and has responsibility for leading the development of the internal functional strategy which impacts the Vodacom DRC strategy. The Head of Corporate and External Affairs reports to the Deputy Managing Director.

Responsibilities

* Accountability for implementing the strategic decisions within the Corporate and External Affairs function ensuring that the function delivers against this plan through close management of the team;
* Contributes alongside the Deputy Managing Director to setting the strategic direction for Vodacom DRC’s policy engagement and delivering Group/Opco wide political narratives;
* Possesses a broad and comprehensive understanding of theories and practices to advise and provide reliable opinions/positions on all corporate and external relations matters related to Vodacom DRC’s business;
* Manages a team of professionals ensuring that they implement the policies and programmes across the Vodacom DRC business;
* Leads a team of professionals to ensure that functions prepares external engagement material for the Deputy Managing Director (including preparing briefings, setting the external stakeholder engagement plan ,coordination of speeches and blogs);
* May lead on external negotiations for the Deputy Managing Director that have a major impact on the business;
* Provides appropriate innovative solutions in complicated or novel situations;
* Comprehensive understanding of across more than one area of corporate and external relations;
* Will have accountability for the budget/finances of functional area.

Skills

1. Pro-active external communications, engagement, and campaigns strategy
* Deep understanding of political and external environment.
* Ability to analyse, design, develop, and deliver of pro-active external strategy, communications narratives(including social media), stakeholder mapping and campaigns to engage and influence external stakeholders to secure outcomes for company.
2. International Institutions/ Relations
* Ability to assist with pro-active external strategy and campaigns.
* Understand workings of the DRC Government.
* Understand workings and levers of International law/sanctions/trade/foreign investor protection.
3. Understand Telecoms products and services, platforms
* Understand fundamentals of telecoms, how our products and services work (e.g. IoT) to facilitate EA input to product design and strategy.
4. Economics in telecoms
* Economic principles behind telecommunications business models and market structure
5. Competition law
* Competition law principles and strategy in telecommunications business models and markets
6. Security
* Manages information and Cyber Security related activities (including budgeting, planning, implementation, testing, reporting) and recommending appropriate remediation measures to ensure the integrity and continuity of systems, services and information.
* Incorporates secure by design principles when designing, building, testing solutions, products and services.
7. Financial and payment services
* Understand how our products and services work, and commercial and policy issues in sector to inform EA input to product design and strategy
8. Broadcasting and content
* Understand how our products and services work, and commercial and policy issues in sector to inform EA input to product design and strategy

Must have technical/professional qualifications

* University Degree in Communications Management or related field
* Post graduate qualification preferred
* MBA or similar qualification advantageous
* Experience of working in a matrix international organisation
* A multi-country/ international experience would be an advantage.
* Fluently bilingual (English/ French)
