Org. Setting and Reporting

This position is in the MONUSCO under the Close Protection Unit, Security section. The Close Protection Officer will be based in Kinshasa. Under the overall command of the Principal Security Adviser (PSA), Chief Security Officer (CSO), the Close Protection Officer at FS-4 level reports directly to the Close Protection Coordinator through his/her Team Leader on all close protection issues.

Responsibilities

Within delegated authority and under the direct supervision of the Close Protection Team Leader, the Close Protection Officer will carry out the following duties: • Conducts close protection operations for Senior UN Officials; • Remains within the proximity of the Senior UN Officials at all times and implements mitigating measures to preserve his/her security and safety; • Remains vigilant and alert at all times due to potential threats to the Senior UN Official; • Maintains an effective and efficient security coverage for the office and personal residence of the Senior UN Official; • Conducts close protection operations in accordance with UNDSS Manual of Guidance and policies on close protection Operations; • Coordinates activities with relevant parties and interlocutors including other appropriate security organizations as required; • Co-ordinates with local authorities during close protection operations; • Conducts advance work and implement pre-established security arrangements; • Contributes to pre-deployment briefings; • Operates all close protection equipment and logistics to ensure its operational readiness; • Assists in training sessions on close protection matters to keep abreast with current tactics and techniques; • When necessary, supervises the Close Protection Unit drivers and Local Security Assistants in the performance of their assigned duties; • Perform any other duties as required. Work implies frequent interaction with the following: a. Close Protection Coordinator b. Team Leader Close Protection Unit c. Other Close Protection Officers and DSS & Mission Security Officers in the mission d. FSA from UN Agencies e. Office of the Senior UN Officials, MONUSCO. f. Host Government officials g. Security officials from other national and international organizations

Education

  • High school diploma or equivalent technical or vocational certificate is required.

Job – Specific Qualification

UNDSS certification in the Close Protection Officers Course (CPOC) is required Valid weapons certification on Glock 19 pistol, MP5 SMG and G36 assault rifle is required Firearms Training Officer (FTO) for Glock, MP5, G36 and UN Use of Force is required • Successful completion of the UNDSS Emergency Trauma Bag certification is desirable Basic Defensive Tactics Instructor Course (BDTIC) training is desirable.

Work Experience

A minimum of six years with high school diploma or equivalent of experience in the military, police or security management is required. A minimum five years of progressively responsible experience in close protection with a national, private or international security organization is required. Experience and proficiency in the use of close protection weapons, communications, surveillance equipment, and vehicles is required. Experience in close protection of one or more principals, static and mobile protection, close protection command post operations, close protection response techniques, and conduct of close protection training is desirable. Knowledge of CP operations in a high-risk environment is desirable. At least one year experience and exposure at the international level and in a conflict or a post conflict environment is required.

Languages

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of another official United Nations language is an advantage.

Assessment
